This paper describes research conducted by NISRA to examine the extent to which administrative data could be used to estimate the size of the usually resident population through the creation of an Administrative Data Population Estimate (ADPE), supporting the Census enumeration with an ADPE.
This paper was published on 27 October 2014 alongside the publication of indicative proposals for a 2021 Census.
