Independent Custody Visiting Report 2024 to 2025 published

New official statistics published today by NISRA statisticians in the Northern Ireland Policing Board present information on the number of Independent Custody Visitors , the number of visits made and the number of detainees visited.
Key findings:
- There were 23 custody visitors (31 March 2025).
- They made 474 visits.
- 1,003 detainees were selected for interview and 464 were visited.
28 detainees refused to be intrviewed. - The most frequent reason for detainees not being seen was that they were asleep (57.1%).
- 685 custody records were checked.

Presents data on visitors related to the Independent Custody Visiting Scheme which was first established in 1991 by the Police Authority.
Independent Custody Visitors (ICVs) are impartial volunteers from across the community and are independent of the police and the criminal justice system.
Independent Custody Visitors (ICVs) unannounced visits to police custody suites where they inspect and report on the rights, health and wellbeing and conditions of people being detained in custody, either by conversing with them and/or checking custody records.
