667 new social housing development programme dwellings completed in Northern Ireland

New accredited official statistics published on the 29th of May 2025 by NISRA statisticians in Department for Communities indicate that 1,275 new social housing dwellings were started, and 667 were completed under the Social Housing Development Programme in the quarter ending 31 March 2025.

The Housing Executive holds data on all housing applications and allocations made through the Common Selection Scheme in the Housing Management System (HMS). 

This report looks at demand for social housing and contains data on social housing waiting lists, allocations and homelessness.

Key Findings:

  • The total number of applicants on the Northern Ireland Housing Executive (NIHE) waiting list (with no existing NIHE/housing association tenancy) at 31 March 2025 was 49,083. Of these applicants, 37,635 households were in ‘housing stress’ and 31,719 had FDA (full duty applicant) status.
  • A full duty applicant is an applicant considered by the Housing Executive to be eligible, homeless (or threatened with homelessness), in priority need and unintentionally homeless, to whom the Housing Executive owes full housing duty.
  • In total, 4,041 households presented as homeless to the Northern Ireland Housing Executive (NIHE). The household types with the highest proportion of homeless presenters were single males (35.4%) and families (27.9%).
  • The number of households accepted as full duty applicants was 2,715. The most common reason for presenting as homeless reported by full duty applicants was accommodation not reasonable (819).
  • For the quarter ending 31 December 2024, 295 new National Housing Building Council (NHBC) registered dwellings were sold with an average price of £273,000.
  • In January to March 2025, the Affordable Warmth Scheme made improvements to 551 homes, while provisional annual expenditure for 2024/25 was just over £8 million.
  • The Affordable Warmth Scheme is designed to help those on lower incomes, and who are living in private accommodation, with the costs of energy efficiency measures.
