1,379 new dwellings completed in July to September 2025

During July to September 2025 (Q3 2025), 1,576 new dwellings were started and 1,379 new dwellings were completed in Northern Ireland.

Key findings

  • 1,576 new dwellings were started in Q3 2025, up 3.5% from Q3 2024 (1,522) but still far below Q3 2005 (4,159) - a 62% decrease over two decades.
  • Starts during Q3 2025 comprised 1,185 houses and 391 apartments, with apartments now making up 25% of starts, compared to 16% in 2005.
  • Private/speculative developments remain dominant (1,355 in Q3 2025), while social housing starts (221 in Q3 2025) are broadly similar to 2005 levels (249).
  • Completions during Q3 2025 totalled 1,379, down 15% from Q3 2024 (1,623) and 55% lower than Q3 2005 (3,092).

Further information

Land & Property Services (LPS) receive information from Building Control in each council in Northern Ireland (NI). This information contains the number of recorded new dwellings (houses and apartments) started and completed.

It may be necessary to revise the quarterly figures if further starts or completions are reported to Council Building Control following the submission of data to LPS. Any revisions to the figures published in the previous quarter will be detailed on the cover sheet of the latest tables.
