The Census 2031 outline strategy follows on from NISRA’s Recommendation on the Future of Census and Population Statistics (June 2025) to outline a vision for a census in 2031 that is digitally enabled, innovative in its use of data, and responsive to changing user needs.
It also explains the principles and objectives that will guide delivery, ensuring the census remains trusted, cost-effective, and relevant.
