Over 200 people supervised by Probation Board assessed as posing significant risk of serious harm to others

Date published: 12 November 2025

Topics: Crime and justice

New official statistics published by NISRA statisticians in the Probation Board for Northern Ireland (PBNI) reports that 5% of service users (203) supervised by PBNI were assessed as posing a significant risk of serious harm to others (SROSH).

The PBNI provides a range of services for men and women subject to a license or probation order (called service users) to make sure people comply with the terms of their license or order.

Key findings

On 30 September 2025:

  • 4,042 service users were supervised by PBNI, a decrease of 5.4% on the equivalent figure for 30 September 2024 (4,272).
  • The caseload i.e. the number of individual orders and licences supervised by PBNI was 5,720, a decrease of 3.1% on the equivalent figure for 30 September 2024 (5,903).
  • Determinate custodial sentences accounted for the largest proportion of caseload (40.0%) supervised by PBNI, followed by probation orders (26.5%).
  • Over one-third (35.9%) of service users supervised by PBNI were aged 30 to 39.
  • Of the service users being supervised by PBNI, 29.9% were identified as high risk under the assessment, case management & evaluation system (ACE).
  • 698 service users (17.3% of all service users supervised by PBNI) were categorised under the public protection arrangements for Northern Ireland (PPANI).

About this publication

The Probation Board for Northern Ireland (PBNI) Annual Caseload Statistics reports provide an overview of the number of service users and the caseload i.e. the number of individual orders and licences supervised by PBNI at the end of each financial year, as well as providing comparisons with previous years.

This quarterly series is a subset of the annual information with data provided for key aspects of the work carried out by PBNI. Not all tables presented in the annual report have been replicated quarterly, as in some cases there is minimal change in the figures from quarter to quarter.
